W czasie plenarnej sesji profesor Danuta Hübner podkreśliła znaczenie finansowego wsparcia dla wzrostu gospodarczego w nawiązaniu do głosowanego raportu rumuńskiego posła George\'a Sabina Cutasa.
Raport jest poświecony rocznemu sprawozdaniu Europejskiego Banku Inwestycyjnego za 2009 rok.

I would like to speak, as you, President Maystadt, on the future and I would like to raise three points.

First, the growth and restructuring that Europe needs require investment. Investment requires funding. It is a legitimate question to ask how Europe can finance the growth and restructuring it needs. The EIB is an important element of the response to this question.

Why? Because of
1) Increasing global competition for funds
2) The \"lending reluctance\" of the banking sector, which has not returned to its normal lending capacity
3) National budgets staying for a while in the mood of cuts
4) The EU budget remaining small by any standards, too small to be efficient in meeting growth and structural change.

The role of the EIB is more important than ever.

Second, we appreciate your innovative approach. The idea of project bonds to tap private capital, your contribution to instruments blending loans with grants coming from EU budget, other forms of risk sharing or guarantees, all these instruments will have to be expanded further with a view not only to support growth but also to influence changes in investment patterns. They will have to be better tailored to the post-crisis situation in different areas of the economy.

And thirdly, we know that bad regulatory framework can kill our aspirations. For the financial instruments to be efficient and effective a good regulatory framework will be essential, I would like to encourage you to push towards a much bolder regulatory framework that would go beyond overcoming current barriers, towards a framework that would be truly facilitating, encouraging and enhancing, increasing further the leverage and catalytic functions of the EIB. On this, we will support you.
