Prof. Danuta Hübner: Pakt terytorialny szansą na sukces w walce z kryzysem w Europie.
Profesor Danuta Hübner wzieła udział w seminarium nt. "Roli regionów w wyprowadzenia Europy z kryzysu" ("Regional Response for Leading Europe out of the Crisis") zorganizowanego przez CPMR - Konferencję Peryferyjnych Regionów Nadmorskich Europy (Conference of Perihperal Maritime Regions of Europe).
Przewodnicząca Komisji Rozwoju Regionalnego w Parlamencie Europejskim, Profesor Danuta Hübner zabrała głos w dyskusji pod hasłem "Od globalnego do lokalnego: w kierunku wielopoziomowej odpowiedzialności" ("From Global to local: towards multi-level response"). Przedmiotem jej wystąpienia był Europejski Pakt Terytorialny ("Towards a European Territorial Pact"), jako środek niezbędny na drodze wyjścia Europy z kryzysu.
- Odrzucam wizję asymetrycznej Europy. Tylko harmonijny rozwój Unii Europejskiej, jej regionów i miast będzie w stanie przyczynić się do wzmocnienia konkurencyjnej przewagi Europy, a tym samym pomoże jej skutecznie i bez ryzyka wyjść z kryzysu. Spójność terytorialna leży u podstaw przyszłego rozwoju Unii Europejskiej - uważa Profesor Danuta Hübner.
Spójność terytorialna jest filarem gwarantującym wzmacnianie spójności gospodarczej. Według Przewodniczącej RR, skuteczne wyjście Europy z kryzysu może być osiągnięte jedynie w ramach kompleksowej i całościowej strategii rozwoju, znoszącej bariery między politykami sektorowymi na rzecz podejścia zintegrowanego.

Role of regional policy crucial in leading Europe towards long term sustainable growth and competitiveness, Prof. Danuta Hübner tells CPMR seminar.
On 27 November, Chair of the European Parliament Committee on Regional Development Danuta Hübner will be the keynote speaker at a CPMR/Conference of Peripheral Maritime Regions of Europe seminar in Marseille. The event is focusing on regional responses for leading Europe out of the crisis.
In her speech, Prof. Danuta Hübner will call the fundamental premise of regional policy which is to lead Europe towards long term sustainable growth and competitiveness.
Ahead of the seminar, Prof. Danuta Hübner stated: The financial crisis has upset not only some of our strongest economies and destabilised what seemed to be well established multi-national banking systems but destabilised some of the most impressive successes of European integration such as the vibrant Irish economy, and the more fragile but nevertheless remarkable advances made in some of the newer member states. Today the choice of anti-crisis instruments and the investment patterns emerging from the implementation of national fiscal packages will condition the long term performance of the European economy.
It is then of critical importance that we establish a well structured exit strategy focusing on long term sustainable growth, on education, research and innovation, energy efficiency and advanced renewable energy industries rather than on simply eliminating production gaps generated by the crisis.
She will stress how European regional policy as the policy delivering social, economic and territorial cohesion is based on shared competences between Member States and regions on the one hand and the European Commission on the other, working together in the interest of the Union and its citizens.
- The evolution of the most lagging regions has always been the priority of the policy. At the same time, however, many member states, in search of quick growth, have focused on growth centres, and not on the underlying efforts leading to the reduction of disparities. In my view, real convergence requires a double effort - support for growth locomotives and for those needing to reach a critical mass in their growth capacity - staid Prof. Danuta Hübner.
